MANAGING PARTNERS

William T. Doogan

CEO / Principal 1979-Present

William T. Doogan was borne in Juneau, Alaska and earned a degree in business management in finance from the University of Northern Colorado. He came to Interurban as a sales agent in 1979, subsequently purchasing the company in 1985. He has been a part of over $4 billion in multi-family transactions, he also owns and asset manages 10,000 units nationally. He is a licensed broker in Colorado and Texas and a member of DMCAR, HAR, TAR & NAR.

Mr. Doogan was past Chairman of the Board of the BBB, D.A.R.E., Just Say No and served on Boards of other Charitable Foundations. He hosted KNUS Real Estate Show and has been published in the Colorado Commercial Guide, Multifamily Quarterly Magazine, The Denver Post and Rocky Mountain News Newspapers.

Bill lives in Castle Rock, Colorado with his wife Roxanne and has three children.

Ernie Jablonski

Senior Vice President 1983-2021 (Deceased)

Ernie was born in Chicago, Illinois. He graduated from Indiana State University in 1972 with a Bachelor of Science degree. Ernie joined Interurban Companies in 1983 and was promoted to Vice President in 1985. His duties included private equity and asset management.

Ernie’s outside interests centered around his wife Alice and daughter Katie. He also enjoyed fishing, camping tennis and his volunteer work.

Billy Oen

Senior Vice President 1997 to 2020 (Retired)

Billy was born in Texas and lived in Colorado for over forty years. He graduated from the University of Colorado with a Bachelor of Science Degree in Business, with a minor in Advertising. Billy managed our mortgage division from 1997 to 2020, handling both residential and commercial properties with purchases as well as refinances. In addition to overseeing the mortgage company, Billy also coordinated our asset management efforts. Billy owns multiple properties himself, and brought leadership and creativity to our day-to-day operations regarding the management and operation of numerous properties out of state.

Billy resides in San Antonio, TX, with his wife Viriginia and remans an avid Denver Bronco fan!

Operations

Penny S. Weber

Director of Operations

Penny is Director of Operations for Interurban Companies. She facilitates all transactions and oversees the closing and funding of all Interurban Partnerships. Penny also is responsible for Interurban staffing.

Penny is a Colorado native who currently resides in Littleton, Colorado with her husband and 2 daughters. In her spare time, along with keeping up with her girls’ school and sports activities, she plays 4 person and doubles coed volleyball, enjoys hiking, camping, and various other activities that include family and friends. Being a “true” Colorado native, she is also an avid Broncos, Rockies, and Avalanche fan. She studied Business and Marketing at Metropolitan State College. After years of working as a manager in the Banking and Insurance industries, she began her career with Interurban in October 1991.

Tammy Mills

Tammy has been with Interurban Companies since 1997. As an administrative professional, Tammy is key to the day to day operations of Interurban. Tammy lives in Parker with her two sons. She enjoys all outdoor activities especially swimming, water skiing and snowmobiling. She loves to watch her boys play sports. Tammy’s excellent customer service and attention to detail are second to none. She is a great addition to our team.
